University of Colorado, Boulder, School of Education Dean Lorrie Shepard, an expert on psychometrics and the use and misuse of tests in educational settings, talked about the purpose and practice of teacher evaluation at the 18th Annual Boisi Lecture in Education and Public Policy in October.
“I suggest we give further consideration to the purpose of evaluation: Is it for accreditation, or program improvement? To award a credential, or to enhance candidate learning? Can the same measures be used for all of these purposes?” Shepard asked an audience in Higgins 300. “If not, how can the complete set of measures and indicators be made meaningful, coherent, and not be overly burdensome?”
